The students have finally passed the Provisional Licensing Exam. After they’ve passed the first part of the test, they prepare themselves for the next phase, which is conducted on a simulated disaster area. Midoriya and co. has to rescue as many victims as they can, and the rival Shiketsu High are assumed to be helping, competition is tense between them. As the exam progress, villains start to arrive and shake things up, to prevent another repeat of the previous encounter with the League of Villains and the students must work with others to save the day.
